Daniel 7:15-28 - Daniel’s Visions Interpreted

Dan 7:15 “I, Daniel, was grieved in my spirit within my body, and the visions of my head troubled me. 16 I came near to one of those who stood by, and asked him the truth of all this. So he told me and made known to me the interpretation of these things: 17 ‘Those great beasts, which are four, are four kings which arise out of the earth. 18 But the saints of the Most High shall receive the kingdom, and possess the kingdom forever, even forever and ever.’

19 “Then I wished to know the truth about the fourth beast, which was different from all the others, exceedingly dreadful, with its teeth of iron and its nails of bronze, which devoured, broke in pieces, and trampled the residue with its feet; 20 and the ten horns that were on its head, and the other horn which came up, before which three fell, namely, that horn which had eyes and a mouth which spoke pompous words, whose appearance was greater than his fellows.

21 “I was watching; and the same horn was making war against the saints, and prevailing against them, 22 until the Ancient of Days came, and a judgment was made in favor of the saints of the Most High, and the time came for the saints to possess the kingdom.

 

23 “Thus he said:

‘The fourth beast shall be A fourth kingdom on earth, Which shall be different from all other kingdoms,
And shall devour the whole earth, Trample it and break it in pieces.
24 The ten horns are ten kings Who shall arise from this kingdom.
And another shall rise after them; He shall be different from the first ones, And shall subdue three kings.
25 He shall speak pompous words against the Most High, Shall persecute the saints of the Most High, 
And shall intend to change times and law. Then the saints shall be given into his hand For a time and times and half a time.

26 ‘But the court shall be seated, And they shall take away his dominion, To consume and destroy it forever.
27 Then the kingdom and dominion, And the greatness of the kingdoms under the whole heaven, 
Shall be given to the people, the saints of the Most High.
His kingdom is an everlasting kingdom, And all dominions shall serve and obey Him.’

28 “This is the end of the account. As for me, Daniel, my thoughts greatly troubled me, and my countenance changed; but I kept the matter in my heart.”

Daniel 2:36 - Daniel Explains the [Nebuchadnezzar’s] Dream

Dan 2:36 “This is the dream. Now we will tell the interpretation of it before the king. 37 You, O king, are a king of kings. For the God of heaven has given you a kingdom, power, strength, and glory; 38 and wherever the children of men dwell, or the beasts of the field and the birds of the heaven, He has given them into your hand, and has made you ruler over them all—you are this head of gold. 39 But after you shall arise another kingdom inferior to yours; then another, a third kingdom of bronze, which shall rule over all the earth. 40 And the fourth kingdom shall be as strong as iron, inasmuch as iron breaks in pieces and shatters everything; and like iron that crushes, that kingdom will break in pieces and crush all the others. 41 Whereas you saw the feet and toes, partly of potter’s clay and partly of iron, the kingdom shall be divided; yet the strength of the iron shall be in it, just as you saw the iron mixed with ceramic clay. 42 And as the toes of the feet were partly of iron and partly of clay, so the kingdom shall be partly strong and partly fragile. 43 As you saw iron mixed with ceramic clay, they will mingle with the seed of men; but they will not adhere to one another, just as iron does not mix with clay. 44 And in the days of these kings the God of heaven will set up a kingdom which shall never be destroyed; and the kingdom shall not be left to other people; it shall break in pieces and consume all these kingdoms, and it shall stand forever. 45 Inasmuch as you saw that the stone was cut out of the mountain without hands, and that it broke in pieces the iron, the bronze, the clay, the silver, and the gold—the great God has made known to the king what will come to pass after this. The dream is certain, and its interpretation is sure.”

What is the Revived Roman Empire?

The term Revived Roman Empire (which is not used in Scripture) refers to a powerful government predicted in biblical prophecy. This regime will rise to power and dominate the world during the end times. According to various interpretations of the books of Daniel and Revelation, the Revived Roman Empire is either a generic world political system or a specific nation under a specific ruler. Various interpreters have centered this empire in Rome itself, in Turkey, or in the Middle East.

The Revived Roman Empire is commonly associated with the fourth beast of Daniel chapter 7. This beast is described as “terrifying and frightening and very powerful” (Daniel 7:7). This ten-horned beast is a prophetic picture of the Roman Empire (verses 19–24), but, as Daniel watches, a little horn rises from the beast, with “eyes like the eyes of a human being and a mouth that spoke boastfully” (verse 8). This final horn is the Antichrist, who will somehow be connected with the Roman Empire. Since the Roman Empire has been defunct since the fifth century, we expect it to be “revived” in some way to fulfill the end-times’ prophecies.

The Revived Roman Empire has also been linked to the fifth and final kingdom mentioned in Daniel chapter 2 (Daniel 2:41—43). This passage concerns Nebuchadnezzar’s dream of an image made of various metals. The iron legs represent the Roman Empire, and the feet made “partly of iron and partly of baked clay” (Daniel 2:33) represent the final world empire. The fact that it shares the element iron with the fourth kingdom suggests a connection to Rome, and the ten toes could imply a ten-nation confederacy (matching the ten horns in Daniel 7:20) led collectively by a single powerful ruler.

Other commentators point to Revelation chapter 13, which describes a beast coming from the sea having ten horns and seven heads (Revelation 13:1). This depiction connects it to the fourth beast of Daniel 7, which also has ten horns. Revelation describes this government as “blasphemous” (verse 1) and tyrannical, requiring absolute submission in financial, spiritual, and political matters (verses 4–8). The global power this nation wields is given to it by Satan (verse 2). In this context, the symbols are more easily interpreted as references to a particular ruler and a particular political empire yet to come, rather than some figure of prior history.

Speculation about the exact nature of the Revived Roman Empire can be interesting, but we must remember to keep the right perspective. Our primary focus as Christians is supposed to be spreading the gospel, not trying to identify the Antichrist. In particular, we should realize that what’s written about the Revived Roman Empire in the Bible is not very extensive, and we can’t go beyond what’s written (1 Corinthians 4:6). We know the Antichrist is coming, and we know he will have some connection to the ancient Roman Empire, possibly through ancestry, geography, or the structure of his government. We can read the signs of the times (Matthew 16:3), but we don’t know enough to be dogmatic in the details.

The Bible reveals that in the last days, the world will be ruled by a global government.

​

This will be the first truly global government since the fall of Adam and Eve, and it will be responsible for a terrible amount of destruction and murder before being destroyed by the glorious appearing of Jesus Christ who "will set up a kingdom that will never be destroyed" Daniel 2:44 (NLT).

​

In Chapter 2 of the Book of Daniel, the prophet Daniel (with the guidance of God Himself) properly interprets the dream of the Babylonian king, Nebuchadnezzar.

​

The king dreamed of a beautiful statue of a man with a head of gold, a chest and arms of silver, a belly and thighs of bronze, legs of iron, and feet made from a combination of iron and clay. The statue was crushed by a rock cut from a mountain by supernatural means, and the rock became a great mountain that covered the whole earth.

​

Daniel explains that the statue is a series of kingdoms, beginning with Nebuchadnezzar's Babylonia:

 

"You are the head of gold. But after your kingdom comes to an end, another great kingdom, inferior to yours, will rise to take your place. After that kingdom has fallen, yet a third great kingdom, represented by the bronze belly and thighs, will rise to rule the world. Following that kingdom, there will be a fourth great kingdom, as strong as iron. That kingdom will smash and crush all previous empires, just as iron smashes and crushes everything it strikes. The feet and toes you saw that were a combination of iron and clay show that this kingdom will be divided. Some parts of it will be as strong as iron, and others as weak as clay. This mixture of iron and clay also shows that these kingdoms will try to strengthen themselves by forming alliances with each other through intermarriage. But this will not succeed, just as iron and clay do not mix." Daniel 2:38-43 (NLT)

In the course of human events since Daniel interpreted the king's dream, all but one of these kingdoms (the last) has appeared and disappeared just as predicted. In order, they are:

​

1) Babylonia
2) Medo-Persia
3) Greece
4) Rome
5) The Revived Roman Empire

Characteristics of the Last World Empire

​

This last empire, symbolized by the feet and toes of iron and clay, will one day constitute the first dictatorship that is truly global in nature. This revived Roman Empire will rule the world in the following ways:

​

1) Politically

​

"And he was given authority to rule over every tribe and people and language and nation." Revelation 13:7 (NLT)

 

2) Religiously

​

"And all the people who belong to this world worshiped the beast." Revelation 13:8 (NLT)

​

"They worshiped the dragon for giving the beast such power, and they worshiped the beast." Revelation 13:4 (NLT)

​

3) Economically

​

"He required everyone - great and small, rich and poor, slave and free - to be given a mark on the right hand or on the forehead. And no one could buy or sell anything without that mark, which was either the name of the beast or the number representing his name." Revelation 13:16-17 (NLT)

​

Every facet of the human experience will be utterly dominated by this global government.

 

All other governments will give way to this powerful government, described as a beast in Daniel Chapter 7. In this chapter, Daniel has a vision of four world empires, represented by beasts. The fourth beast represents Rome:

 

"Then he said to me, 'This fourth beast is the fourth world power that will rule the earth. It will be different from all the others. It will devour the whole world, trampling everything in its path. Its ten horns are ten kings that will rule that empire. Then another king will arise, different from the other ten, who will subdue three of them. He will defy the Most High and wear down the holy people of the Most High.'" Daniel 7:23-25 (NLT)

 

The Ten Kings

In its second incarnation, the Roman Empire will be ruled by ten kings. But another king will arise from among them.

 

They will grant their authority to him, but he will soon turn on three of these kings, acquiring permanent control over the empire.

 

This passage also underscores how God views the world versus how humans view the world. These same kingdoms as dreamed of by Nebuchadnezzar represented a beautiful statue; As viewed by God they represent horrible beasts.

​

We learn more about the characteristics of the coming world government in the Book of Revelation, where an angel reveals to the apostle John the true meaning of his vision of a woman sitting on a scarlet beast with 7 heads and 10 horns:

​

"And now understand this: The seven heads of the beast represent seven hills of the city where this woman rules. They also represent seven kings. Five kings have already fallen, the sixth now reigns, and the seventh is yet to come, but his reign will be brief. The scarlet beast that was alive and then died is the eighth king. He is like the other seven, and he, too, will go to his doom. His ten horns are ten kings who have not yet risen to power; they will be appointed to their kingdoms for one brief moment to reign with the beast. They will all agree to give their power and authority to him." Revelation 17:9-13 (NLT)

Throughout history "seven hills" has often been erroneously interpreted as a reference to Rome, the city of seven hills.

 

However, the original Greek is literally interpreted as "seven mountains." From Daniel 2:35, we know that a mountain can represent a kingdom, and given the context of the verses, it is proper to interpret these seven mountains as seven kingdoms. The seven heads of the beast represent seven world empires, five of which were referenced earlier by the prophet Daniel.

They are, in order of their rule, the following:

​

1) Egypt
2) Assyria
3) Babylonia
4) Medo-Persia
5) Greece
6) Rome
7) The Revived Roman Empire

​

As the passage explains, the 10 horns represent 10 kings who, as we learned earlier from Daniel, will grant their power and authority to this final kingdom - the revived Roman Empire.

​

Daniel concurs with the vision of the 10 kings, the appearance of an eleventh king, and the defeat of 3 of the 10 kings:

​

"Then in my vision that night, I saw a fourth beast, terrifying, dreadful, and very strong. It devoured and crushed its victims with huge iron teeth and trampled what was left beneath its feet. It was different from any of the other beasts, and it had ten horns. As I was looking at the horns, suddenly another small horn appeared among them. Three of the first horns were wrenched out, roots a
d all, to make room for it. This little horn had eyes like human eyes and a mouth that was boasting arrogantly." Daniel 7:7-8 (NLT)

Furthermore, we learn earlier in the Book of Revelation that the final world empire will be the seventh successive world empire and will be formed by 10 kings:

​

"And now in my vision I saw a beast rising up out of the sea. It had seven heads and ten horns, with ten crowns on its horns. And written on each head were names that blasphemed God." Revelation 13:1 (NLT)

The Resurrection of One of the Heads of the Beast

​

We also learn from the Book of Revelation, the seventh head of the beast will seem wounded beyond recovery, but the wound will be healed. The following verses reference this recovery:

​

"I saw that one of the heads of the beast seemed wounded beyond recovery - but the fatal wound was healed! All the world marveled at this miracle and followed the beast in awe." Revelation 13:3 (NLT)
​

"He exercised all the authority of the first beast. And he required all the earth and those who belong in this world to worship the first beast, whose death-wound had been healed." Revelation 13:12 (NLT)

​

"He ordered the people of the world to make a great statue of the first beast, who was fatally wounded and then came back to life." Revelation 13:14 (NLT)

​

Many commentators have applied this attribute to the human head of this global government, the Antichrist. They believe the Antichrist will be resurrected in a satanic attempt to counterfeit the resurrection of Jesus Christ.

​

However, this is a misinterpretation of scripture. The wounded head is the kingdom of the Antichrist, not the person himself.

​

Although the word "beast" is used to describe the person of the Antichrist, it's also used in Daniel 7 and Revelation 13 to describe his kingdom as well as previous world empires.

​

The wounded beast is the world empire of ancient Rome, which was never completely destroyed like its predecessors. In the last days, the Roman Empire will appear once again, and the world will marvel at its appearance.

​

The following verse clarifies this concept:

​

"Five kings have already fallen, the sixth now reigns, and the seventh is yet to come, but his reign will be brief." Revelation 17:10 (NLT)

 

The angel reveals to John that 5 of the kingdoms have fallen:

​

1) Egypt
2) Assyria
3) Babylonia
4) Medo-Persia
5) Greece

 

The sixth kingdom "now reigns":    6) Rome (John's vision occurred in the 1st Century, when Rome still ruled the known world)

 

And the seventh "is yet to come":  7) The Revived Roman Empire

​

In the last days, this resurrected Roman Empire will rule all of humanity.

​

Its reign will be brief, but it will be like no other kingdom before it. It will be part of a satanic trinity of Satan, Antichrist, and Beast.

 

But the Lord of Heaven clearly reveals the destination of this evil world empire:

 

"I kept watching until the fourth beast was killed and its body was destroyed by fire." Daniel 7:11 (NLT)

 

"Both the beast and his false prophet were thrown alive into the lake of fire that burns with sulfur." Revelation 19:20 (NLT)

​

The reign of this oppressive government will be put to an end by the King of Kings Himself, Jesus Christ.

​

When Christ returns to earth, He will destroy this kingdom as well as the Antichrist, throwing both in the lake of fire for eternal torment. He will bind Satan for 1,000 years and set up His own kingdom, ushering in an era of unbridled peace and love that will never end.

​

The apostle John recounts his vision of this blessed kingdom:

​

"He will live with them, and they will be His people. God Himself will be with them. He will remove all of their sorrows, and there will be no more death or sorrow or crying or pain. For the old world and its evils are gone forever." Revelation 21:3-4 (NLT)

​

"And the angel showed me a pure river with the water of life, clear as crystal, flowing from the throne of God and of the Lamb, coursing down the center of the main street. On each side of the river grew a tree of life, bearing twelve crops of fruit, with a fresh crop each month. The leaves were used for medicine to heal the nations. No longer will anything be cursed. For the throne of God and of the Lamb will be there, and his servants will worship him. And they will see his face, and his name will be written on their foreheads. And there will be no night there - no need for lamps or sun - for the Lord God will shine on them. And they will reign forever and ever." Revelation 22:1-5 (NLT)

The Jewish revolt against Rome in 66 A.D. culminated in the destruction of the city of Jerusalem and Herod’s temple in 70 A.D. God’s covenant people were then scattered to the four corners of the earth in an unprecedented diaspora that has continued until modern times. God poured out His wrath upon the children of Israel for the rejection of their Messiah, Jesus, the Son of God.

​

“For these be the days of vengeance, that all things which are written may be fulfilled. But woe unto them that are with child, and to them that give suck, in those days! for there shall be great distress in the land, and wrath upon this people” (Luke 21:22-23).

​

The revolt broke out in 66 A.D. when Gessius Florus, the final procurator of Judaea, plundered the Jewish temple. War erupted, and the Jews were initially victorious. Fortunes shifted when Emperor Nero dispatched the Roman war general Vespasian, famed for his recent conquest of Britain, to crush the Jewish revolt. By October of 67 A.D., Vespasian and his armies had conquered Galilee and were headed south toward Jerusalem. Most of the land was lost to the Romans. In 68 A.D., Nero committed Suicide, and Vespasian left for Rome to become Emperor. He left his son Titus in charge of the war in Judaea.

​

In July of 70 A.D., the Romans had surrounded Jerusalem. Famine on a massive scale resulted. The Sicarii (a group of radical Jewish zealots) gruesomely murdered many attempted escapees. Those who did escape successfully were crucified by the Romans on the Mount of Olives.

​

According to the Jewish historian Josephus, 1.1 million Jews were killed in the war.

​

On Tisha B’Av, Herod’s temple was burned to the ground. In exact fulfillment of the words of The Lord, not one stone of the temple was left standing (Matthew 24:2). The Roman soldiers literally broke apart each marble stone to collect the melting gold.

​

The Jews were evicted from their ancient homeland and sold off as slaves to foreigners. The war officially ended in 73 A.D. when Masada, a mountaintop fortress near the Dead Sea, fell to the Romans.

​

The next 1,900 years would see countless Gentile powers occupy the Holy Land, all in accordance with the Times of the Gentiles (Luke 21:24).

​

Following World War II and the Nazi Holocaust, on May 14, 1948, the modern State of Israel was created, and the Jews once again inhabited their homeland. Great numbers of Jews have emigrated to Israel, and today, the population of Israel is over nine million. All of this occurred in our generation in stunning fulfillment of Bible prophecy.

​

“And it shall come to pass in that day, that the Lord shall set his hand again the second time to recover the remnant of his people, which shall be left, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the islands of the sea” (Isaiah 11:11).

​

“And say unto them, Thus saith the Lord God; Behold, I will take the children of Israel from among the heathen, whither they be gone, and will gather them on every side, and bring them into their own land” (Ezekiel 37:21).

​

Make no mistake about it: this supernatural regathering of God’s chosen people from the nations was out of judgment (the holocaust) and unto judgment (the future seven-year tribulation).

​

Ezekiel 20:34 says, “And I will bring you out from the people, and will gather you out of the countries wherein ye are scattered, with a mighty hand, and with a stretched out arm, and with fury poured out.”

​

Why would God pour out His judgment on His people only to bring them back into their ancient homeland and judge them one final time? Because it is only through this fiery judgment that Israel will come to faith in Jesus, their Messiah whom they continue to reject. Through this future time of trouble, their stubbornness will be broken, and 2,000 years of blindness will be undone.

​

God says this in Ezekiel 22:20: “As they gather silver, and brass, and iron, and lead, and tin, into the midst of the furnace, to blow the fire upon it, to melt it; so will I gather you in mine anger and in my fury, and I will leave you there, and melt you.”

​

God’s chosen people have suffered tremendously over the past two millennia in fulfillment of Scripture. Because the nation of Israel is chosen by God to be the conduit of blessing for all nations (Genesis 12:2-3), their utter disobedience and unbelief have resulted in a special chastisement from a Holy God who has uniquely revealed Himself to them in a covenant relationship.

​

The first holocaust (the Roman destruction of Jerusalem in 70 A.D.) resulted in the diaspora.

​

The second holocaust (the Nazi holocaust) resulted in the regathering of the Jews and the creation of the modern state of Israel in 1948. The third holocaust is the next one. It will bring unprecedented evil and brutality on the Jewish people. According to the Lord, this future trial will be so severe that if it were not terminated by His return, no one on earth would survive (Matthew 24:21).

​

This next trial is the Great Tribulation. While no nation on earth will escape it, it will be centralized in the Holy Land. This time of devastation will culminate in the Jewish survivors in Israel calling out to Jesus for deliverance in fulfillment of Deuteronomy 30:3, Joel 2:32, and Matthew 23:39. Jesus the Messiah will come, deliver Israel, and usher in the Messianic Age.

​

Who will God use to bring about this final chastisement on Israel?

​

Scripture is clear. Just as Israel was reborn in modern times, their ancient destroyer from the first century will also rise to fulfill its end-times role. Rome will rise again in the form of a ten-kingdom empire centered in the region of the ancient Roman Empire. The ten kingdoms, however, will encompass the entire world.

​

The Bible first refers to the Roman Empire’s ten kingdoms in Daniel 2. In Daniel 2, King Nebuchadnezzar has a terrifying dream that no one can interpret. Nebuchadnezzar gives the order for all the wise men of Babylon to be killed if they cannot relay his dream to him and interpret it. Daniel prays, and God gives him the meaning of the dream.

​

In his dream, Nebuchadnezzar sees a giant image. The image’s head is constructed of fine gold. This head represented the 1st of four world empires: the Babylonian Empire. Babylon ruled from 629-539 B.C. The 2nd empire, Medo-Persia, is symbolized in the image’s chest and arms of silver. Medo-Persia replaced Babylon and dominated the world from 539-330 B.C.

​

In 330 B.C., Alexander the Great of Greece crushed Persia and Greece became the 3rd major world power. In Nebuchadnezzar’s dream, Greece is represented in the belly and thighs of bronze. Greece ruled from 332-63 B.C. In 63 B.C., the Roman general Pompey conquered Judaea and subjugated Israel to Roman rule. In Nebuchadnezzar’s dream, Rome is represented in the image’s legs of iron and feet of iron and clay. More details are provided about this 4th kingdom than the preceding empires combined. Daniel says in verses 34-35 that it will be destroyed suddenly and catastrophically.

Daniel 2:34-35: “Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces. Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth.”

In verse 44, Daniel reveals this stone as the Kingdom of God. It will develop into a global kingdom of righteousness that will come immediately following the destruction of the Roman Empire. Daniel also says that God’s kingdom will come “in the days of these kings.”

​

What kings? The only king mentioned in Daniel 2 is King Nebuchadnezzar. Daniel, however, is referring to kings. These kings are represented by the ten toes of Nebuchadnezzar’s image. Read verses 42 and 43.

​

“And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken. And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay.”

​

Notice that the image’s feet are comprised of an iron and clay mixture. The iron symbolizes the strength of Rome (continued from the legs), and the clay symbolizes inherent vulnerabilities in the kingdom. These feet of the image represent a final division of the Roman Empire into ten kingdoms. Jesus Christ will violently destroy it at His second coming. Christ will then usher in His millennial reign.

​

The Roman Empire has never existed in a ten-king alliance, nor was it violently destroyed. Instead, it slowly imploded from within as barbarians invaded. In 364 A.D. Emperor Valentinian divided the empire between East and West. This East-West division was anticipated in the image’s two legs of iron. The Western Roman Empire was headquartered in Rome until it fell in 476 A.D. The Eastern Roman Empire was headquartered in Constantinople until it fell in 1453 A.D. when the Turks invaded. Ever since then, the basic geopolitical configuration of the world has been maintained in an East-West balance of power with the Eastern powers today represented in Islam and the Western powers consolidated in the United States of America and the European Union. This will not last.

 

The current order will soon give way to the final stage of the Roman Empire – a one-world government with ten kingdoms. This one-world government, however, will be very short-lived. According to Daniel 9, it will only be in power for approximately 7 years.

 

In Daniel 9, the 70 weeks prophecy is given. The seventy weeks of Daniel comprise a 490-year period that God has decreed just for Israel. In it, God will complete His national and redemptive purposes for Israel (Daniel 9:24). This 490-year period commenced in 445 B.C. when King Artaxerxes issued a decree allowing the city of Jerusalem to be rebuilt (Nehemiah 2:1-8). It continued straight until Jesus’s triumphal entry, and then the prophetic clock stopped. 69 weeks (483 years) were completed with one week of seven years remaining.

​

Verses 26-27 detail the climax of God’s prophetic plan for Israel. This includes the First Coming of Messiah, Messiah’s death, the destruction of Jerusalem, the rise and fall of the Antichrist, and the Second Coming of Jesus the Messiah.

​

The Church exists between verse 26 and verse 27, unforeseen by Daniel and all other O.T. prophets.

​

“26 And after threescore and two weeks shall Messiah be cut off, but not for himself: and the people of the prince that shall come shall destroy the city and the sanctuary; and the end thereof shall be with a flood, and unto the end of the war desolations are determined. 27 And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.”

​

Read verse 26 again. Following the prophecy of Messiah’s substitutionary death (but not for himself), another specific prophecy is made: The people of a future prince will destroy the city (of Jerusalem) and the (second) Jewish temple. Notice that it isn’t the prince himself who is in view here but, rather, his people.

​

Thus, there is an explicit link between the historical people who destroyed Jerusalem in 70 A.D. (the Romans) and this future ruler (the Antichrist).

​

The connection is that the Romans are the people of the Antichrist. Rome is his power base. For the Antichrist to rise out of the Roman Empire, the empire must be reconstituted both in identity and geographical location.

​

According to Daniel 9:27, the Antichrist will confirm a seven-year covenant with Israel. What do we know about this covenant?

 

In Hebrew, the word for confirm ( גָּבַר) means to be strong, mighty, or cause to prevail. A covenant is an alliance, pact, or league. The Antichrist will inaugurate a powerful alliance with Israel that will be contracted for seven years. It appears to be a nonaggression pact. He will vow to exterminate any nation that attacks Israel while giving the Jews freedom to rebuild their temple on the Temple Mount and resume their ancient Levitical sacrificial system. This covenant will be seen by Israel and the world as an unprecedented diplomatic, religious, and military accomplishment that will usher in world peace.

​

Unfortunately for Israel, this covenant will be a trap. It is merely part of the Antichrist’s deceptive scheme to later annihilate the Jewish people, finishing what his Roman ancestors attempted to do in 70 A.D. Instead of being their protector, he will prove to be their destroyer. Isaiah refers to this deceptive treaty as a “covenant with death and hell” (Isaiah 28:15). Once this covenant is signed, the tribulation will begin.

​

As Tim LaHaye writes in Revelation Unveiled, “From that point, God’s prophetic clock will begin to tick, and humanity will have only seven years left.”

​

In the middle of the seven-year tribulation, something terribly wrong will happen to Israel. The Antichrist will break his treaty with the Jews by forcibly terminating their sacrificial system. He will enthrone himself in their newly rebuilt temple and claim to be God. He will then demand that the whole world worship him alone. This act, called the Abomination of Desolation, will usher in the Great Tribulation (Matthew 24:21). It will run its awful course for the second half of the tribulation until Jesus Christ ends it at His Second Coming.

 

How could any of this happen in today’s world?

​

Today, the United States is still the number one super-power in the world. America, however, is mentioned nowhere in Bible prophecy.

 

Once Christ calls all believers away to be with Him in the Pre-Tribulation Rapture, demonic activity in high places will no longer be restrained on earth. Christians live in a wicked and perverse generation. Even now, the mystery of iniquity is already at work. God, however, is actively keeping the full manifestation of Satan’s deceptive powers in check. After the Rapture, unprecedented shifts in power will occur as God’s prophetic clock nears midnight and planet Earth stands on the brink of final judgment.

​

Christians may leave earth in the Rapture, and the last thing they’d see is the geopolitical situation as it exists today. This is a real possibility because the Rapture is imminent. Any day now, the Lord Jesus Christ will, suddenly and without warning, leave Heaven, arriving in Earth’s atmosphere. He will resurrect everyone who died in Him, and at the sound of the trumpet, we will be gone, snatched away to be with Him. Rescued from literal Hell on earth.

​

This exciting moment of Rapture will usher in the Day of the Lord for those left behind. From that point on, the supernatural will become the natural (Joel 2:30-31).

​

2 Thessalonians 2:7-10 says, “For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way. And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth and shall destroy with the brightness of his coming: Even him, whose coming is after the working of Satan with all power and signs and lying wonders, And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.”

​

With Satan pulling out all stops, significant geopolitical shifting will occur. Europe will become the center of a comprehensive and intentional resurrection of the old Roman Empire. A one-world government will form, divided up into ten regions.

​

As the Antichrist conquers through deceptive peace, it is probable that other Western powers such as the United States, mortally weakened by the Rapture, will join this new world order.

​

If they don’t join willingly, Scripture indicates that they will be crushed in the second seal judgment (Revelation 6:3-4) when the Antichrist launches World War III.

​

Scripture is clear that this final Gentile kingdom will dominate the entire world and crush it (Daniel 7:23). No one will escape its power (Revelation 13:8,16). Rebellion will occur (Daniel 11:40-45), but this insurrection will foment only after the absolute reign of the Antichrist has been in place. He will rule during the tribulation and then meet his end, just as the Bible predicts.

​

Why is it important that believers study prophecy today?

​

All Christians on Earth today will escape God’s final judgment through the Rapture. It could truly happen at any moment. As we see developments pointing to a one-world government, we must take comfort that God has declared the end from the beginning. The world will be deceived into joining as one, and then it will be destroyed.

​

Followers of Christ, however, have a glorious future ahead of them. It is time to look up because our redemption is rapidly approaching. Watch and pray. Become less attached to this world so that you can hear the footsteps of the Messiah.

Introduction

​

The most important prophetic development of the 20th Century was the regathering of the Jewish people to their historic homeland in the Middle East, resulting in the creation of the state of Israel on May 14, 1948. The second most important development was the formation of a European confederation known as The European Union. Both of these momentous historical events point to the fact that we are living in the end times, right on the threshold of the Tribulation and the Lord’s return.

​

The Council of the Union is the chief legislative body. It is headquartered in Brussels, Belgium, and consists of 87 representatives appointed by the member states. Some decisions require a unanimous vote; most require a “qualified majority” of 62 votes. The voting is weighted in relation to the size of the countries.

​

The Parliament of the Union consists of 626 members who are directly elected for five year terms. The Parliament is a parliament in name only. It is primarily a public forum whose members sit in blocs organized according to political views rather than nationalities. It has been growing in power in recent years. The Parliament holds its committee meetings at a facility in Brussels. Its plenary sessions are conducted at its elaborate new headquarters in Strasbourg, France. Although it has recently gained some “co-decision” power, its influence is felt primarily through its discussions and resolutions.

​

The Commission of the Union is the agency responsible for implementing legislation. It is the executive branch. There are 20 Commissioners — two each from France, Germany, Italy, Spain and Britain, and one from each of the other member states. They are appointed for five year terms. The Commission President is the chief executive officer of The European Union. Romano Prodi of Italy currently holds this position.

​

The Court of Justice has its headquarters in Luxembourg. There are 15 justices, one from each member state, appointed for terms of six years. Judgments of the Court in the field of EU law are binding on all members states, their national courts, their companies, and their private citizens. The decisions override those of national courts.

​

The Central Bank is located in Frankfurt, Germany and is responsible for monetary policy and the new Euro currency which was introduced in January 1999 and which will replace the member states national currencies in 2002.

​

Revenue for the Union in 2000 came to $93.2 billion. The largest source of income was the 1.27% of Gross National Income that each member state is required to pay. In 2000 this levy produced 47.8% of the Union’s revenue. The next highest source (36.4%) came from a 1% VAT tax (value-added-tax) on goods and services. The rest of the income came from an assortment of agricultural levies and custom duties.

​

Emergence of a Super-State

​

The European Union is poised for a major expansion. In March 1998 the EU opened talks on full membership with six countries — Cyprus, the Czech Republic, Estonia, Hungary, Poland, and Slovenia. In October 1999 the Commission proposed talks with another six — Bulgaria, Latvia, Lithuania, Malta, Romania, and Slovakia. When these countries are added, nearly all the people of Europe will be joined in a single Union by free and democratic consent for the first time in history.

​

The movement for European unity which was launched in 1950 by Robert Schuman and Jean Monet (see the side bar on page 3) has gradually evolved into a super-state. An official publication of the Union states: “The EU system is inherently evolutionary. It was designed to allow for the gradual development of European unification and has not yet achieved its final form.”

​

The European Union now manifests three of the most important characteristics of a state. It has a unified economic system, an integrated political structure, and a shared vision for the future. Prophecy teacher Jimmy DeYoung points out that it even has a common language — namely, English. Although many languages are spoken by the member nations and their representatives, almost all know English because the Internet has made it the common trade language.

​

What the Union officially lacks is a military force. But it is in the making. A military staff has been assembled, with a commander-in-chief, and it currently has at its disposal 60,000 front line troops on standby, with 400 assault aircraft and up to 80 warships. The British government refers to it as a “Rapid Reaction Force.” That is nothing but a euphemism for an army. It has been dubbed “Eurocorps” by the rest of Europe, and it is supposed to be ready for action in 2003. The British are down-playing this military arm of the Union because they want to continue their partnership with the United States in NATO. The French would like to see the Eurocorps replace NATO, as it probably will.

The result was the creation of the European Coal and Steel Community (ECSC) in 1951 consisting of France, Germany, Italy, the Netherlands, Belgium, and Luxembourg.

Relating the EU to Bible Prophecy

​

An often asked question these days as I travel from place to place preaching the prophetic message is, “Does Europe really have a role in biblical prophecy?” The answer to this question is an emphatic, “Yes!” In fact, the role of a unified Europe in end time prophecy is much clearer in the Bible than the role of the world’s only current super power — the United States. The book of Daniel establishes with certainty that a unified Europe will rise in the end times out of the ashes of the old Roman Empire.

​

Throughout the centuries since Rome fell, many political leaders have dreamed of resurrecting the Roman Empire. Napoleon Bonaparte, Benito Mussolini, Adolf Hitler, and Winston Churchill, for different reasons and with differing motives, all shared the vision of a United States of Europe. But that vision had to await God’s timing for its fulfillment. That timing came at the end of World War II.

Factors Contributing to Union

​

Most of Europe was completely devastated by the war. That devastation prompted various nations in Western Europe to put aside their age-old hatreds and jealousies in order to reach out to each other for mutual support and aid. The result was a series of economic unions which helped to spur the European economy.

​

The collapse of Communism throughout Eastern Europe in the late 1980’s and the early 1990’s removed the biggest remaining barrier to European union. Germany was reunited and all of Eastern Europe was liberated to seek its own destiny. That destiny has proved to be an expanding European union.

​

When the Treaty on European Union, signed in Maastricht (the Netherlands) on February 7, 1992, came into force on November 1, 1993, it gave European integration a whole new dimension. The European Community, which was essentially economic in aspiration and content, was transformed into a full-fledged political entity known as The European Union.

​

The European Attitude

​

The significance of this new political union in the European mind is well stated in an official publication of the European Union:

 

“The building of a united Europe is undoubtedly one of the greatest historical undertakings of the 20th Century. It is a process grounded in the positive values with which our civilization identifies — the preservation of peace, economic and social progress, respect for the person, and the predominance of right over might.”

​

“Six countries originally rallied to the concept of a united Europe, now there are fifteen, while more than ten others feel drawn towards that ideal and have applied to join the European Union.”

​

“The 20th Century bears tragic scars left by the rise and then the collapse of the totalitarian ideologies. As the third millennium dawns, the movement towards a voluntary union among Europe’s peoples is… clearly the only credible answer to the hazards and opportunities posed by the increasing globalization of the world economy.”

​

The foremost symbol of this new European confederation is the Euro, a common currency that all members of the European Union are supposed to start using in place of their national currencies on January 1, 2002. The announcement of an agreement on the Euro was greeted in some quarters with an enthusiasm that bordered on blasphemy. Portuguese Prime Minister Antonio Guterres raved: “As Peter was the rock on which the church was built, so the Euro is the rock on which the European Union will be built.”

​

The Biblical Significance

​

The biblical significance of these momentous developments in Europe has been widely recognized by students of Bible prophecy. For example, commenting on the signs of the times that point to the Lord’s soon return, Dr. S. Franklin Logsdon wrote:

​

“The present statehood of Israel is a powerful indication of the ending of the age. The Ecumenical Movement is another. Perhaps equal to either of these is the European Common Market with its many implications… it is an economic community, a breaking down of national barriers, a getting together on certain common bases. The whole idea is to reshape the face of Europe. This was attempted by Caesar, by Napoleon, and by Hitler, but their means to this end were not subtle or as work-able as those proposed by the Common Market. They used ammunition; today’s promoters use bread. And let it be said that the reshaping of the face of Europe approximates the kingdom to arise out of the old Roman Empire — the last Gentile power.”

​

Those words were written in 1973, long before the European Economic Community had evolved into the much stronger and more significant European Union of 1993.

​

The question is, can we find this newly emerging power bloc in Scripture? Yes, I believe we can. Chapters 2 and 7 of Daniel is where the European sign is revealed. We are told that the prophecies given to Daniel in these chapters relate to “the latter days” (2:28), “to what would take place in the future” (2:29). Daniel’s prophecies are based upon a dream which God gave to Nebuchadnezzar (2:31-35). Interpreting that dream, Daniel concluded that it revealed a succession of Gentile empires, beginning with the Babylonian Empire, followed by Medo-Persia, Greece and Rome (2:36-40).

​

The last Gentile world empire will be a confederation of nations (2:41-43) that will arise out of the old Roman Empire (7:7-8). And out of that confederation, the Antichrist will arise, using the revived Roman Empire as his base to conquer the world (7:8, 23-25). But this final Gentile empire will be short-lived, for it will be suddenly crushed by the return of the Messiah who will “set up a kingdom which will never be destroyed” (2:44).

​

The Practical Meaning

​

I believe that today, before our very eyes, we are witnessing the fulfillment of these ancient prophecies of Daniel. Europe has reunited into a revived Roman Empire that is expanding rapidly in size. As it grows, and as national identities are de-emphasized, it will most likely be divided into ten administrative areas, just as Daniel prophesied (2:42-44 and 7:7 — the ten toes of chapter 2 correspond to the ten horns of chapter 7).

​

What does all this mean for you and me? If what we are seeing on the European scene just now is indeed what God has prophesied — and I, for one, am without doubt it is so — then we are on the threshold of the Lord’s return. Are you ready for such an event? If not, then do you know what to do? There is only one way to get ready and that is to believe on the Lord Jesus Christ and be saved! If you are saved, then pray for the salvation of your family members and your friends and neighbors. And then witness Jesus to them. Don’t let those you love and care about go to an awful Hell.

The New Unholy Roman Empire

​

I have been a journalist since 1964, spending ten years as a chief reporter and the last 17 as the editor of a journal serving a quarter of a million readers in southeast England in the London area. As a Christian versed in prophecy I cannot help but see in the emerging European superstate the foundations of a one world government with a one world dictator at its head — the man whose Biblical names include “the Beast,” “the man of sin” and “the Antichrist.”

​

In fact, leaders in Europe are already calling for a strong leader, saying that committees do not work and they need more inspired leadership. German Foreign Minister Joschka Fischer repeated his call for a European government in July, 2000, and said the European single currency — the Euro — was “the first step to a federation.” He added that he wanted a “powerful president.”

​

Fischer said his aim was “nothing less than a European parliament and a European government, which really do exercise legal and executive power,” to operate under his powerful president. More sinisterly, he welcomed the progress made in removing the “sovereign rights” of nations which he defined as control of currency and control of internal and external security.

 

In summary, Fischer said, “Political union is the challenge for this generation.”

​

The Desire for a Superstate

​

I was invited to Brussels, where the European Parliament is situated, in my role as publisher of a business newspaper. I watched the vote taken as eleven countries abandoned their own currencies to form a united Eurozone with the euro replacing everything from the lira of Italy to the Irish pound. They were effectively voting for the abolition of the nation state, and it was astonishing to see with what little formality or protest countries like France and Germany gave up control of their financial and economic destiny to join in the project to create “a common European home,” as the founding fathers of the European Union put it. No mention was made of the crippling cost to nations of scrapping their currencies.

​

After the vote I went to lunch with six MEPS — Members of the European Parliament — of different political parties. We talked about the future and I said that, as they now had one parliament and one currency, they were in many senses effectively one country. They could not really disagree, as the EU has all the trappings of a state, even its own embryonic army — the planned 60,000 rapid-reaction Eurocorps. So I asked: “Have any of you thought about the next step?” They asked me what I meant. So I explained that, with one currency and one parliament, the next big step was to have one leader or one fuhrer, (one Antichrist!). After all, it was Hitler who was the last leader who tried to unify Europe under one Government with one currency.

​

The Desire for a Superman

​

That many in Europe have been thinking on these lines for years is shown in a chilling quote from Paul-Henri Spaak, former Belgian Prime Minister and President of the Consultative Assembly of the Council of Europe nearly 50 years ago. He said : “We do not want another committee. We have too many already. What we want is a man of sufficient stature to hold the allegiance of all people, and to lift us out of the economic morass in which we are sinking. Send us such a man and, be he God or the devil, we will receive him.”

 

More recently Jack Lang, then president of the French National Assembly’s foreign affairs committee, said that the EU “needs a single figure at the helm.” Attacking the inertia in European foreign policy, he said Europe needed a strong central government with a single “personality” in control. Students of Bible prophecy will have little doubt who this “personality” will be.

​

A Global Vision

​

The present format of the EU cannot last, and it was never intended that it should. Right from the beginning, the founders had grand, globalist ambitions. Addressing the European Policy Centre in September, 2000, Belgian Prime Minister Guy Verhofstadt described the subterfuge adopted to set up the embryonic EU. “With the European Coal and Steel Community, the seeds were sown of the European Union of today. It was the initial impetus to the development of a community approach, step by step forging European integration by joining, and sometimes also by abolishing, national sovereignty into a joint approach.”

​

Turning to the next great leap forward, Verhofstadt said: “It is of the utmost importance to keep in mind a global vision of the ultimate goal of European unification.” This is a good thing, he explained, because “the European Union as it is now could never be the ultimate goal.” He said the pace of integration must never slacken lest, “in the worst case, countries will start to plead for the restoration of their former sovereignty.” Notice that national sovereignty — independence — is referred to in the past tense.

​

Underlying Values

​

Next came the real bombshell. The Belgian said that there must be values underpinning this vast undertaking — the largest coming together of countries in the history of the world. But whose values? His answer: “the values which resulted from the French Revolution.” So, the values of the brave new Europe are to be those of the country which gave us the guillotine, the reign of terror and the time of blood washing through the streets of France!

​

“The Portman Papers,” a quarterly newsletter keeping watch on developments in the superstate, says in its October 2000 edition: “Verhofstadt’s values come from this. Eight years before the French Revolution began in 1789 with the Declaration of The Rights of Man, the General Council of Freemasonry at Wilhelmsbad, convened by Adam Weishaupt, founder of the Illuminati, drew up the blueprint. Its evil spirit was epitomized in Maximilian Robespierre, whose technique of terror anticipated Stalin’s by 100 years.”

​

The French Reign of Terror claimed over a million victims. Inmates of prisons were slaughtered. Human heads were counted up like scores on cards. The terror was justified in the name of “democracy.” Similarly the coming clampdown on free speech, religious freedom and free political parties by the “beast of Brussels” system is being justified by words like “anti-discrimination” and a “charter of rights.”

​

Other Influences

​

What is emerging in Europe is a new Holy European Empire, an attempt to resurrect the old Holy Roman Empire that existed under the Pope. This is becoming increasingly blatant. The Vatican is playing a major role in the creation of the new European Empire, and Catholic social values — so-called “Christian Socialism” — are at its heart. The present Pope has repeatedly called for religious unity in Europe. This means a united, Catholic Europe, which was consecrated to Mary by the Vatican in 1309.

​

When I visited Strasbourg, the French city near the German border which, with Brussels, co-hosts the European Parliament, I was introduced to the head of the house of Habsburg, Otto von Habsburg, a man whose family dominated Europe for centuries. Full of charm and intelligence, he said that instead of war, a great new Europe could be built on peaceful cooperation. His ideas go far beyond this, however. In his book, The Social Order of Tomorrow, he writes: “Now we do possess a European symbol which belongs to all nations equally. This is the crown of the Holy Roman Empire, which embodies the tradition of Charlemagne, the ruler of a united occident… the Crown represents not merely the sovereignty of the monarch, but also the ties between authority and the people. True, it is the monarch who is crowned, but in this sacred act he appears as the representative of the whole people. It should therefore be considered whether the European head of state, as the protector of European law and justice, should not also become the guardian of a symbol which, more than any other, represents the sovereignty of the European community.”

Dr. Habsburg wants to see Europe have an elected head of state — a man elected for life. This influence of both Charlemagne and the Habsburgs hangs heavily over the new federal Europe. The crown of Charlemagne, the first person to attempt to revive the Roman Empire in 800 AD, is an inspiration to those who promote the breaking down of nation states, and a Charlemagne prize has been established for those who work hardest for European unity. One who did was ex-President Clinton, who in June 2000, was the first American president to receive the Charlemagne prize for his work in promoting European unity. He received the prize at the cathedral in Aachen, Germany, where the first Holy Roman Emperor lies buried. Clinton called for an enlargement of the EU to even take in Russia.

America and the EU

​

In a report in The Daily Telegraph, President Clinton said the European Union should have at least 30 member states, including all the nations of the Balkans, Turkey and possibly even Russia. He said that European peace and prosperity now depended on the EU setting its boundaries ever wider. The report stated that Mr. Clinton was determined to be viewed as “part of a family of statesmen associated with European integration.” He held private talks with Helmut Kohl, the former German Chancellor, in Berlin.

​

Although Mr. Kohl has been discredited by a party funding scandal inside the Christian Democrat Union party, he is still regarded as the most important force behind European integration in the past 30 years. It is easy to see how these two suspect “statesmen” have much in common, but it is difficult to see how the establishment of a major, often anti-American power block in Europe could be in America’s interests, and thus it is surprising that it has been American policy to push for greater unification of Europe.

Perhaps America’s fine new President is the man to see the folly of this.

Religious Symbols of the European Union

Alan Franklin: “The Bible teaches that the Revived Roman Empire of the end times will be a creation of Satan, and out of it will come his representative, the Antichrist. The fact that the formation of the European Union has major spiritual implications is reflected in the religious symbols that the Union has adopted in the form of its flag, its anthem, its architecture, and its basic logo.”

The Madonna

​

The European Union’s flag consists of 12 stars, inspired by the halo of 12 stars that appear around the Madonna in Catholic pictures of her. A former secretary general of the Council of Europe, Leon Marchal, affirmed that the stars are those of “the woman of the Apocalypse.” Enthusiastically he explained, “It’s wonderful that we have gotten back to the Introit of the new Mass of the Assumption. It’s the corona stellarum duodecim (the crown of the twelve stars) of the woman of the Apocalypse.” This is a reference to the woman in Revelation 12 who appears with a crown of 12 stars. Although this woman represents Israel, the Catholic Church has always claimed that she represents the virgin Mary, “the mother of God.”

The EU, which now has 15 member countries, has confirmed that the number of stars will always stay at 12, which indicates that the stars do not represent countries. I quote from a leaflet, “Building Europe Together,” which I was given on a visit to EU headquarters in Brussels: “The European flag (is) a shared flag, blue with 12 gold stars symbolizing completeness. The number will remain 12 no matter how many countries there are in the European Union.”

The Anthem

​

The same document, issued to commemorate “Europe Day, May 9,” also touts Europe’s new common anthem, “Ode To Joy,” the prelude to the last movement of Beethoven’s ninth symphony. The EU document states that although the anthem officially is the “Ode To Joy,” it really is an “ode to freedom — to a sense of community and to peace between the 15 countries which have decided to unite and to others which will freely decide to join them.”

​

In fact the “Ode To Joy” is not quite that innocent. The lyrics, by a man named Friedrich von Schiller, concern the entering of the shrine of a pagan goddess and the uniting of all men in brotherhood, by the power of magic.

​

The Tower of Babel

​

An amazing poster was issued by the European Union, showing the Tower of Babel and carrying the slogan: “Many tongues, one voice.” In case the point was lost, a crane in the background was shown rebuilding the tower. Above the Tower of Babel were shown the eurostars, but inverted, as in witchcraft, with the central points downwards.

​

The story of the rise and fall of Babylon told in Genesis chapter eleven should have been a warning to all men for all time. Nimrod and his followers tried to build a tower to reach the heavens, but it was the counterfeit building of a counterfeit religion.

​

Mystical Babylon is now being rebuilt in Europe, and those who would follow Nimrod have now succeeded in building a parliament building in Strasbourg, France, whose centerpiece is an enormous replica of the unfinished tower of Babel. Even the secular press could not miss the connection between the old and new towers of Babel. They labeled the new French structure “The Tower of Euro-babel.” This monumental building, full of labyrinthine corridors, is used only one week in four, because the rest of the time the EU Parliament meets in committees in Brussels. Every three weeks the whole caboodle shuffles between the two sites in a fleet of 200 trucks, at enormous expense. An MEP I know was there on the day Eurobabel opened and reported total chaos in the £300 million structure, commenting: “If they can’t run a building, should we trust them with a continent?”

​

Nigel Farage is a member of the European Parliament who belongs to the United Kingdom Independence Party, which is fighting to get Britain out of the superstate. He said in an article just after the opening day: “We realize we are not merely entering a building, but being allowed access to the temple of a bold new empire.”

​

The Woman Riding a Beast

​

Another demonic biblical symbol that is being used in conjunction with the European Union is the one from Revelation 17 where a “great harlot” is depicted riding a beast. For some strange and unknown reason this symbol is being used to represent the EU! For example, when Britain issued a stamp to commemorate the first European Parliament elections in 1979, the picture on the stamp depicted a woman riding a beast.

​

According to the Rev. Dr. Ian Paisley, a Northern Ireland Protestant minister and member of the European Parliament, the woman on a beast is now the official picture of the EU. He points out that the multi-million dollar new parliament building in Brussels, Belgium, contains a dome with a colossal painting, three times life size, of a woman riding a beast.

​

In Strasbourg, France, the rival parliamentary building (the one with the Tower of Babel) features a mural of a naked woman riding a beast. Likewise, the new Brussels headquarters of the Council of Europe contains a bronze statue of a woman riding a beast, and the beast is depicted riding on waves, just as in Revelation 17.

​

Scripture is being fulfilled before our eyes, for those with eyes to see.

An Update on the European Union

​

December 13, 2007, was a momentous one for Europe and all the world. European leaders gathered in Lisbon, Portugal, to sign The Treaty of Lisbon which represents an attempt to further strengthen the European Union, increasing its powers as a superstate while diminishing the national sovereignty of its 27 member states.

 

This treaty replaces the failed European Union Constitution which was abandoned in 2005 after it was rejected by French and Dutch voters. The treaty will go into force after it is ratified by all member states. The aim is to have this process completed by 2009.

​

Unlike the previously proposed Constitution which required public approval, this treaty will bypass the public since it must be approved only by the parliament of each member state. Thus far, only Ireland has scheduled a public referendum.

​

The pact aims to create a more effective, centralized foreign policy, stronger central leadership, and more democratic decision-making.

 

A new post of foreign minister — in all but name only — is being created to give the EU a unified voice in foreign policy. He will speak for the EU at international conferences and at world organizations like the United Nations.

​

The European Parliament, which until now has been primarily a debating society, is being given greater power to modify or reject legislation proposed by the EU Commission. More important, majority voting will become the rule in some 50 policy areas that are currently decided by unanimity.

​

The most important change from a biblical viewpoint is the creation of a supreme leadership post. In the past the EU has been ruled by a committee called the European Council which is made up of the heads of government of the member nations. The chairmanship of this committee rotates every six months. The new treaty creates a full-time President of this Council who will be elected by the heads of government for a two-and-one-half year term, renewable once.

​

The current structure of the EU contains centralized parliamentary, judicial, and financial powers with authority to overrule the parliaments, judiciaries and central banks of its member nations. What the EU has lacked is a strong, centralized executive. The new treaty takes the first step in creating this official by providing for an elected President of the Council.

​

I have anticipated this development for a long time. It is, of course, paving the way for the rise of the Antichrist whom I believe will take over the EU and serve as its President.

​

I am reminded of a statement made 60 years ago by Paul Henri-Spaak (1899-1972), the former Prime Minister of Belgium, the first Chairman of the General Assembly of the United Nations (1945), and one of the key founders of the movement toward European unity. He said: “We do not want another committee. We have too many already. What we want is a man of sufficient stature to hold the allegiance of all people, and to lift us out of the economic morass in which we are sinking. Send us such a man and, be he God or the devil, we will receive him.”

Such a man is on the horizon as we witness the resurrection of the Roman Empire, an end time event prophesied over 2,500 years ago by the prophet Daniel (2:31-45).

The incoming left-wing coalition government in Germany is set to push for a so-called ‘United States of Europe’ through the creation of a federal EU superstate, confirming concerns long expressed by Brexiteers.

​

Germany’s incoming Europhile left-wing government has begun a push for a federalized European Union superstate and the creation of what has been unofficially dubbed the “United States of Europe”.

​

The campaign for the creation of the superstate was enshrined in the coalition agreement between the three soon-to-be ruling parties, the Social Democrats (SPD), the Free Femocrats (FPD), and the Greens,  according to a report by the Neue Zürcher Zeitung, the German language paper of record in Switzerland.

​

The agreement outlines the coalition’s commitment to supporting the “necessary treaty changes” needed to “lead developments to a European federal state”. This is something Germany clearly sees itself as being responsible for doing, with the document nodding “our special responsibility” for “the EU as a whole” as the bloc’s “largest member state”.

​

It also voices the coalition’s support for trans-national candidate lists for European elections, which would allow EU citizens to vote for candidates outside their member state. Significantly, the document calls for an increase of “Europe’s strategic sovereignty… this means establishing one’s own ability to act in a global context and being less dependent and vulnerable in important strategic areas”, an oblique reference to an emerging single European foreign policy and an EU military.

​

Responding to the plans, the head of the pro-leave Reform UK party, Richard Tice wrote on Sunday: “Thank God Brexit happened when it did, as new German leaders want deeper EU federal state,” calling the development “everything we feared”.

 

The leader of the German Green Party and the incoming foreign minister, Annalena Baerbock will reportedly be responsible for spearheading the campaign, according to The Telegraph.

​

“A strong German foreign policy can only be a European one,” said Baerbock.

​

Baerbock, being the leader of Germany’s most pro-EU party, also took a much harder line on the likes of Hungary and Poland during the televised debates, a stance that’s reflected in the coalition’s promise to go after states accused of flaunting EU laws.

 

The appointment has seen widescale criticism, with even prominent leftist politician Oskar Lafontaine saying last week that Baerbock’s appointment to the position would be a “catastrophe”.

 

The idea for a federal “United States of Europe” has been brewing for years, and was a major subject of discussion in the run-up to the UK Brexit referendum in 2016. Yet preparations for a federal Europe stepped up a gear in 2017 when the former President of the European Parliament, Martin Schulz, proposed that the bloc be turned into a federal state by 2025. A poll conducted soon after found that one-third of Germans were in favour of such a move.

​

The new German campaign largely appears to vindicate the fears expressed by many pro-Leave voices, including Brexit champion Nigel Farage, who has long warned that Brussels would look to solidify its power to the detriment of national sovereignty and freedom of EU member states.

​

While there have also been increasing calls from within the EU to develop a centralised military force, Brexit campaigners were accused of fear-mongering by the pro-Remain establishment during the referendum.

​

For example, during a televised debate, Pro-Remain Lib-Dem leader Nick Clegg — who now serves as a high-ranking executive with Facebook — accused Mr Farage of believing in a “dangerous fantasy that is simply not true” in regards to the EU’s desire to forge its own army as part of further integration.

​

However, Farage’s fear was apparently proven justified, with European Commission President Ursula von der Leyen stating in September that the bloc needs to build the “political will” to create an EU Army.

​

German defence minister Annegret Kramp-Karrenbauer hailed the call for an EU Army, saying von der Leyen was right and that “Germany and France must lead”.

Ten European nations propose a new EU super-president. These two entities—10 nations and a singular all-powerful leader—seem to match perfectly with Bible prophecy for these times.

Yet do they really?

Let’s take a closer look.

​

Last week a meeting attended by representatives of 10 European nations convened in a palatial mansion in Brussels to consider creating a powerful new presidential post to lead the greatest trading bloc in the world, the European Union.

​

EUobserver.com reported that “Ideas kicking around in a reflection group of select EU foreign ministers include merging the roles of the EU Council and European Commission presidents.

​

“A senior EU source told this website following a meeting of the club in the Val Duchesse stately home in Brussels on Thursday (April 19) that the new supremo would have more power than either Herman Van Rompuy or Jose Manuel Barroso do today …” (April 20).

​

The representative group of 10—convened by Germany—comprise Austria, Belgium, Denmark, France, Italy, Luxembourg, the Netherlands, Poland, Portugal and Spain. Though the number 10 is significant to Bible prophecy relating to a Europe of the immediate future (Revelation 13 and17), it is highly doubtful that this particular group of 10 will be the final 10 nations that will take the lead under German hegemony in the prophesied future restructured European Union.

​

One reason we cast doubt on this is because a parallel prophecy to that of Revelation 13 and 17 contained in Daniel 2 indicates that the final 10 will be divided between east and west Europe. The only two nations that may presently be considered as part of east Europe in today’s club of 10 that convened in Brussels last week are Austria and Poland.

​

Nevertheless, the prophetically most potent consideration to which this group of 10 devoted its time was the prospect of merging its present three-tier top-level leadership into one all-powerful presidential office. Such a proposal has a most significant prophetic ring to it.

​

The problem that the EU leadership presently experiences is a problem of redundancy. The three top offices that presently lead the unwieldy union of 27 nations tend to trip over each other in the decision-making process.

​

As EUobserver.com puts it, “The EU Council president post was created by the Lisbon Treaty in 2009. But the Lisbon architecture is messy, with Van Rompuy, for instance, overseeing recent debate on EU fiscal reform, while Barroso’s commission puts forward its own ideas and implements final decisions.

​

“Van Rompuy and Barroso also represent the Union at international summits. But Van Rompuy is top dog in terms of protocol, while another post-Lisbon creature, the EU high representative—a job currently filled by Catherine Ashton—does day-to-day foreign relations” (ibid).

​

In the revelation of prophecy for our time relative to world conditions that will prevail immediately prior to Christ’s return, it is clear that a single powerful political leader in tandem with a single great religious leader will dominate a great prophesied northern power that shall hold sway globally for a brief moment in time (Revelation 13).

​

As our editor in chief has pointed out, that religious leader may already be in office.

​

In respect of the prophesied future political supremo of Europe, the fact that all three senior EU officials—Herman van Rompuy, José Manuel Barroso and Katherine Ashton—are prepared to consider a merger of their powers into a singular super-presidency of the EU is vitally significant!

​

Keep watching for this proposal to become a reality.

​

However, in our watching, one aspect of this powerful super-president’s appointment to office should not be overlooked. Contrary to the observation quoted by EUobserver.com’s source—who stated that the appointment of a singular EU super-president would give the EU more “‘democratic legitimacy’ because he or she would be elected by meps”—Bible prophecy indicates that the future political leader of the final 10 will not be elected to that office. In fact, that leader will rather be drawn to that all-powerful office by flatteries (Daniel 11:21).

​

The questions that remain are, which political personality has the charisma, the general political appeal, and perhaps the dynastic profile, to be drawn into that office by flatteries?

​

Believe it or not, he is already waiting in the wings for his moment. Indications are that he even tested the water last year and found that his moment had not yet come.

​

Watch this website for regular updates on the inevitable rise to prominence of a charismatic political personality to the point of his eventual appointment as the super-president of a powerful European combine—a great northern superpower (Daniel 11)—ruled over by 10 kings, all yielding their own individual power to his overarching leadership (Revelation 17:12-13).

Then, “when these things begin to come to pass,” as Jesus Christ declared, “look up, and lift up your heads; for your redemption draweth nigh”! (Luke 21:28).

For decades, Christians have speculated on whether or not the European Union is the final world empire outlined in the Bible. The Book of Daniel and the Book of Revelation point to a revived Roman Empire that will appear in the end times (Daniel 7:23; Revelation 17:10). Since World War II, prophecy watchers have paid careful attention to the slow and steady unification of western Europe. The alliance now known as the EU has faced numerous growing pains along the way. These include squabbles over a single currency, trade rules, debt bailouts, Brexit, and hundreds of issues.

​

The latest infighting centers around the EU’s response to the Russian invasion of Ukraine. While some EU members have called for a complete embargo of Russian oil and natural gas, others have made it clear they will never agree to such restrictions. For example, Germany claims they can move forward with a ban on Russian oil by year-end, but Hungary has unequivocally said, “No.” Without Russian supplies, Hungary runs out of energy. Germany does too. The only difference is its leaders continue to delude themselves into believing they can survive with zero Russian energy.

​

The EU put itself in a terrible position of weakness. Entering 2022, they were dependent on Russia for 30% of their oil and almost half of their natural gas. When the EU supported sanctions against Russia following its invasion of Ukraine, the international banking system cut off Russia’s foreign dollar and euro reserves. This meant if Russia continued to accept dollar and euro payments, they would be trading oil and gas in exchange for worthless currency they couldn’t spend.

​

So, what did they do? Russia demanded payment in either rubles or hard currency such as gold. European leaders threatened to sue for breach of contract. They vowed never to accept such an arrangement and threatened any European energy company that dared to comply. That was last month. Today, dozens of European countries and companies are paying for Russian oil and gas with rubles. The latest is French energy group Engie, whose largest shareholder is the French government.

​

When it comes to foreign policy, the EU is divided. Each nation continues to operate its own foreign policy. They can’t agree and rarely speak in one voice. To me, this failure to agree is yet another reason to believe some form of the EU will become Daniel’s prophesied final empire. Why? Because this EU characteristic aligns with the empire Daniel describes.

​

For instance, the Bible says this final world empire will be a kingdom:

  • Divided (Daniel 2:41)

  • Made up of weak and strong nations (Daniel 2:42)

  • Of nations trying to strengthen themselves by forming alliances with each other (Daniel 2:43)

  • That fails to hold together or “gel,” just as iron and clay don’t stick together (Daniel 2:43)

  • From among the ancient Roman Empire (Daniel 9:26-27)

 

A Global Empire

​

Right now, no empire rules the world, much less a global empire of ten nations or ten kings. This means the EU in its present form is not the global empire foreseen by Daniel. However, this doesn’t mean it won’t become that empire. Most likely, it’s an early stage of what will become the Antichrist’s global empire. Why? Again, the EU fits every one of the characteristics outlined above. The Antichrist’s empire will be:

1) A Revived Roman Empire

​

The global empire from Daniel’s vision is built on the ashes of the ancient Roman Empire. Why do I say this? First, the ruler of this global empire is the Antichrist. According to Daniel, the Antichrist will arise from the nation whose armies destroyed the Temple and Jerusalem in A.D. 70 (Daniel 9:26). That nation was Rome. So the global empire’s ruler will come from Rome.

 

Second, when explaining Nebuchadnezzar’s dream, Daniel described five empires that will rule Israel before Jesus returns. Those empires were Babylon, Medo-Persia, Greece, Rome, and a ten-nation alliance (Daniel 2:36-45). He describes each successive kingdom, but he makes no distinction between the fourth kingdom and the ten-nation alliance (Daniel 2:40-43). In other words, the ten-nation alliance will be a new form of the fourth kingdom – Rome.

​

Later, Daniel has another vision. This time, he sees four beasts, each representing a world power that will conquer Israel (Daniel 7). We know the fourth beast is Rome because it conquers the third beast, Greece (Daniel 7:6). But we also know it will come back. Why? Because it “will rule the whole earth” (Daniel 7:23), and it will be ruled by the Antichrist (Daniel 7:24-25). Rome neither ruled the whole earth nor was it ruled by the Antichrist. Also, this empire is yet again described as a ten-nation alliance (Daniel 7:20), and the ancient Roman Empire never took the form of a ten-nation alliance.

​

Today, the EU sits on the ashes of the ancient Roman Empire. Ancient Rome occupied nearly every part of the current EU member nations, including Italy – home to Rome itself.

​

2) A Divided Alliance, Loosely Held Together

 

The global empire Daniel described will also be divided (Daniel 2:41). It will struggle to hold itself together, just as iron and clay struggle to hold themselves together (Daniel 2:43). Do we see this type of alliance when we look at the EU? Absolutely!

​

Since its inception, the EU has harbored an odd collection of politicians, governments, economies, currencies, and militaries. From the Schuman Declaration in 1950 to the Treaty of Lisbon in 2007, the rise of the EU has been marked by a struggle to agree on important issues. These include arguments over a single currency (the United Kingdom and Denmark opted out), disagreements over how to handle debt crises (the Greek bailouts), and disputes over open borders (the Syrian refugee crisis). Each step along the way, the EU struggled to survive.

​

Until recently, Brexit was the latest example. Critics pointed to Brexit as evidence the EU is not the coming global empire. But the exact opposite is true. Brexit is a perfect example of the EU’s struggle to stay together, “just as iron and clay don’t hold together.” Now, the EU’s dividing issue is how to deal with Russia. Arm Ukraine? To what extent? Ban Russian imports or pay for oil and gas in rubles? Yet again, EU member countries can’t agree on a unified policy. It’s the latest example of why the EU is a “divided alliance” (Daniel 2:41). It’s a union of weak and strong nations struggling to bond together (Daniel 2:43), and this is exactly how the Bible described the final world empire.

​

3) An Alliance of Weak and Strong Nations

 

As I write this, the EU contains the world’s 4th, 6th, and 7th largest economies (Germany, the United Kingdom, and France). And yes, I’m still counting the UK as part of the EU. When the pro-EU politicians come back into power (which is probably only one election away, given the massive food and fuel inflation we’re seeing), and the UK remains out, then I might concede the UK is no longer part of the EU. Until then, I still count it as part of the EU. The EU also contains the world’s 113th, 114th, and 132nd largest economies (Iceland, Cyprus, and Malta).

​

When it comes to military spending, the EU contains the world’s 4th, 6th, 7th, and 11th largest militaries (the United Kingdom, France, Germany, and Italy). Yet, it also contains the world’s 78th, 79th, 87th, and 90th (Lithuania, Bulgaria, Latvia, and Estonia).

​

Alone, not a single EU nation is a world power. Together, they are the world’s greatest economic power. Combined, their military spending is second only to the United States. In fact, several European politicians have called for an EU army. Don’t doubt it – the EU is a superpower. It’s a revived Roman Empire made up of weak and strong nations. And this is what the Bible says will exist just before Jesus returns.

​

Vassal States of Russia?

​

In a world governed through the use of force, many geopolitical experts say the reality is the EU has become a collection of Russian satellite states. Despite all the grandstanding over Russia sanctions and threats of military force, the cold harsh reality is Europe needs Russia’s fossil fuels. Without Russian oil and natural gas, the lights go out. Industry comes to a screeching halt. Come winter, people freeze. This means, on the world stage, the EU is in a position of weakness. They’re beholden to Russia. They don’t resemble anything close to a world superpower. Therefore, the conventional wisdom says Europe’s power on the world stage is fading and will soon come to an end. But I would argue this is exactly the state the Bible says the final world empire will be in just prior to devouring the world.

 

If the EU is the world empire described in the Book of Daniel, then its current weakness will soon transform into overwhelming strength. But how?

​

We don’t know for sure how this will happen, but we could be witnessing the seeds of this transformation right now. Ironically, the catalyst for change may very well be the state of weakness the EU finds itself in now. Its failure to speak with a single voice when dealing with the Russia-Ukraine conflict, and its reliance on the U.S. and NATO when it comes to defense have led to calls for the creation of a new executive position to formulate a common EU foreign policy and new calls for the creation of an EU army.

​

In an opinion piece, the foreign ministries of Denmark, the Netherlands, and the Czech Republic called for Europe’s foreign ministers to “give the EU’s new high representative greater leeway to respond to rapid developments when core European values are at stake and allow the EU to become more agile and proactive on foreign policy.”

​

When the EU finally decides to assert itself on the world stage, it will become a mighty superpower. The Russian invasion of Ukraine has likely moved that day closer to reality. It highlights the weaknesses of current EU institutions. This will likely spur significant change in those institutions.

What Happens Next?

Look for EU advocates to push for greater unification, particularly in regard to a unified foreign policy backed with the threat of a EU military force. The current disagreements appear to show weakness, but this weakness won’t last. All the volatility we’ve seen so far makes it more likely the EU is an early phase of the alliance Daniel described. It’s the mirror image of the revived Roman Empire the Bible says will appear in the last days (Daniel 2:40-43, Daniel 7:23-24). It’s made up of weak and strong nations (Daniel 2:42). It’s divided against itself (Daniel 2:41), and the effort of these nations to come together and strengthen themselves is volatile and unstable (Daniel 2:43). These bible verses sound a lot like the EU, don’t they? I sure think so.

If the current crisis in Ukraine results in a single EU foreign policy and a unified EU military, the EU will take one more step toward becoming the global empire Daniel described.
